Local Governments and Climate Change Mitigation

19 Feb 2025
4:00pm - 6:00pm

Peter Richards Room, Hughes Hall

In the sixth event in the Cambridge Seminar Series on Law and the Climate Crisis, Dr Samuel Ruiz-Tagle  (Hughes Hall, University of Cambridge) will talk about Local Governments and Climate Change Mitigation, with an opportunity for networking afterwards.

Climate change is often viewed as a problem of multilevel governance.  As such, it gives rise to complex legal questions about the allocation of policy-making power between national and subnational levels of government. The seminar will address key legal issues involved in local climate action, considering whether local policy-making fits within national climate frameworks and what role higher levels of government should play at the local level. Finally, the seminar will address how to integrate subnational levels of authority in climate governance.

Alistair Mills, Assistant Professor in Law and Associate Member at Landmark Chambers, will be the discussant for this seminar.

Samuel is a Research Associate at the Centre for Climate Engagement. He completed his PhD in the Faculty of Law at Oxford University. A public lawyer, he began his career as a legal advisor to the General Secretariat of the Presidency of Chile, where he is originally from. He also practised law for several years advising private and public companies in all aspects of public law, including planning and environmental law and natural resources law.
